Initially viewed as a potentially efficient and democratic alternative to fragmented municipal police departments, the consolidation of law enforcement authority under sheriffs was believed to offer streamlined operations and increased public accountability through elections. However, a deeper analysis reveals significant shortcomings in relying on electoral mechanisms alone as a means of oversight.
